The U.S. Transportation Security Administrations (TSA) has implemented a number of regulation changes affecting the air cargo transportation chain beginning March 12, 2007. In an effort to lessen any negative operational impact, we would like to ask for your cooperation by doing the following:
- Band all cargo over 150 pounds per piece on all sides with heavy-duty metal or break-resistant banding. This includes crates & skidded cargo.
- Cargo tendered on shipper-built units (SBU) must be clearly visible upon delivery; cargo over 150 pounds per piece on such units must also be banded, and visibly verifiable as such. This also includes crates and skidded cargo
- For security reasons only, we may need to access and open the document pouch in order to obtain direct shipper contact information.
Cargo tendered for export that does not meet the criteria listed above may be delayed and possibly not travel as booked. We kindly ask for your assistance to prevent such instances, and your patience during the initial phases of this period.

What you should know about ISPM 15
The ISPM 15 standard was developed as a way of Regulating Wood Packaging Materials in International Trade and greatly reduces the phytosanitary concerns related to the growing global trade and the significant spread of pests through wood packaging materials.
Numerous examples exist in the U.S. and around the world of environmental and economic harm associated with the introduction of a non-native invasive species to a country, traced back to untreated wood packing materials. The IPPC ISPM 15 Standard Prescribes two types of treatments for wood packaging materials (A) = Heat Treated, and (B) = Fumigation with Methyl Bromide.
These Treatments must be applied to all solid wood components of wood packaging materials, both hardwood and softwood species of wood.
For Heat Treatment, + ISPM 15 requires wood packaging materials to reach a minimum of 56 degrees C (133 degrees F) for 30 minutes at the core of the material, and verified through a recognized accredited and certified program.
Items such as Plywood, Particleboard, Oriented Strand Board, and Veneer are exempt from the standard due to the heat utilized.
Preservatively treated wood does not meet the standard, unless Heat-treated prior to processing.
Each certified facility must maintain a systematic method of keeping records and “in-house” quality control procedures for the process approved by their accredited agency. NELMA is the accredited agency for Bruning International and requires us to maintain the proper documentation at our facility to ensure compliance with all rules and regulations.
Take Notice: To prevent violating these regulations all airline cargo facilities will inspect ALL outer packaging material at time of acceptance, and will require re-packing of non-compliant shipments. This includes the inspection of skids, crates, and other wood materials for the appropriate IPPC logo. If improperly marked WPM is found during entry inspection, the entire shipment, including all contents, will be returned to the point of origin at the shipper’s expense.
